About the Commission-Funded Capability Statement Project
The Peel Development Commission funded a pilot program delivered by IPS Management Consultants to help eight local businesses in the Peel region create professional capability statements. Each business received tailored, one-on-one support to develop a statement that showcases their strengths, services, and readiness for new opportunities—including tenders and grant applications. The project aimed to boost the competitiveness of local businesses, making it easier for them to apply for government and private sector work, and setting a foundation for future growth.
Local Business Spotlight #6 – Oasis Watering Services
Ever wondered how a formal capability statement could transform your business? We spoke with local business owner Donelle from Oasis Watering Services who shared her experience—from highlighting the essence of their business at a glance, to applying and winning a tender with the City of Mandurah.
She revealed that the process of developing a Capability Statement has opened their eyes up to possible areas they could improve and expand in.

How has having a formal capability statement impacted your business so far?
The Capability Statement has been a wonderful asset for our business. It has been professionally put together highlighting the essence of our business at a glance. When applying for the City of Mandurah Tree Watering Tender, we feel this has helped the assessing panel (who know nothing about our business) to get a feel of who we are, our values and what services we can offer them. Also when approaching prospective clients to offer our services, it’s wonderful to have something professionally put together to present to them.
How do you plan on measuring the success or impact of using the capability statement?
We feel this Capability Statement truly assisted us to gain our current Tender with the City of Mandurah Tree Watering Services as the Tender assessing panel have no idea who we are or what we can offer them. Our Capability Statement explains in a nutshell the essence of how we run our business, experience gained and our core values. This is all made clearly available at a glance through our Capability Statement, to a busy team assessing many Tender applications which I imagine would be a very timely process.
Has the capability statement opened doors to new clients, partnerships, or contacts?
At this stage we are only contracted to the City of Mandurah. Our current contract with the City is occupying our business and resources full time, but with future goals of expanding our business in mind, we have approached other Shires offering our services and handed them our Capability Statement which professionally presents to them our business in a nutshell. It has definitely generated attractive interest in our business to prospective clients.
How do you plan to use the capability statement?
Our current Capability Statement will be an attractive tool to attach to all our future Tender submissions. It’s eye catching and professionally informs the recipient of who we are and what services we can offer them.
What advice would you give to other small businesses considering investing in a capability statement?
Investing in a Capability Statement will be an asset to any business especially if wishing to expand and widen your client base. We enjoy having this on hand to present to businesses wanting to know who we are, our previous experiences and what services we can provide.
Do you have any upcoming opportunities where the capability statement will be a key asset?
Our current Tender with the City of Mandurah from a time prospective is 2 years plus the option of another 2 years, so potentially 4 years of providing our services. Our business is a seasonal business offering our services through the Summer months, October – April each year. Should another watering Tender be advertised that fits our criteria, our Capability Statement will most definitely be a key asset to attach with our Tender response.
How has this funded statement by the Commission changed how you see your business’s potential or future? If so, how?
Whilst putting this statement together, we realised that we really do have a unique business and are proud to see our business presented in a professional and informative format. Reading our Capability Statement has opened our eyes up to possible areas we could improve and expand in but also as time goes on with gaining more experience, it would be great to update this current Capability Statement noting our expertise gained over the years.
Were there any challenges you faced while developing your capability statement?
We are a unique seasonal business and only work during the Summer months delivering and fulfilling our current contract with the City of Mandurah, therefore we do not provide our services to any other business or have a website.
It was a pleasure to converse with Peel Development Commissions staff whilst putting together our Capability Statement.
