Peel Region Affordable Housing Plan
The Peel Development Commission had been responsible for the coordination and development of the Peel Region Affordable Housing Plan with partners from government, community and industry. The draft plan has been circulated to the Peel Region Affordable Housing Steering Group for comment with the final plan to be released early 2008.
Southern Regions Leadership Forum
The Peel Development Commission continues its involvement with the Great Southern and South West Development Commissions to work closely with the Southern Regions Community Leadership Group. The Commission played a lead role in the successful two day forum held at Fairbridge Village on August 9 and 10, 2007 attracting 151 participants from across the three regions.
The Commission has been instrumental in contributing to the capacity building of Group members and will participate in skills development delivery.
Peel Community Foundation
The Peel Community Foundation has been established under the umbrella of the Western Australian Community Foundation. The Peel Community Foundation is a not-for-profit trust established to build and attract funding through donations and bequests to fund and develop community projects in the Peel Region. This Foundation provides a way in which businesses can invest in the region in which they operate, creating goodwill and fostering a culture of corporate citizenry. It is also a means for private citizens to donate or bequeath to the region they love and would like to see supported in perpetuity.
Peel Community Foundation currently supports projects that are aligned with the community aspirations as expressed in the Peel 2020 document which are:
- Landuse – protect landscapes and community diversity
- Connectivity – build neighbourhoods
- Training and Education – improve access
- Sense of caring for the land
- Add value – economy, community and environment
- Service partnerships in community
- Develop regional partnerships
A local Advisory Committee has been established to manage the Peel Community Foundation.
Town of Hamel
The State Government provided $100,000 towards community infrastructure in Hamel as identified through the Hamel Eco-Historic Precinct Conservation Plan and community consultation. One outcome of this initiative has been the upgrading of the children’s playground. Construction of new public toilets is currently underway and will soon be completed.
Pinjarra Court House
In 2004 a study of the accommodation needs of the non-government sector identified the Pinjarra Courthouse, a registered heritage site, as a potential location for the provision of community services and outreach programs. In 2004-05 the State Government, through the Peel Development Commission, provided $200,000 in funding to the National Trust of WA to enable conservation works to be undertaken and refurbishment of the courthouse. The refurbishment is complete and the Peel Development Commission is working with the National Trust and the Shire of Murray to provide accommodation for community groups in 2008.
Reconciliation Action Plan
Reconciliation Australia launched an initiative in 2006 challenging government, business and industry to formalise their commitment to overcoming Indigenous disadvantage through the implementation of Reconciliation Action Plans (RAPs).
In support of this initiative, the Minister for Indigenous Affairs announced in 2007 that all State government agencies would develop RAPs in collaboration with Department of Indigenous Affairs.
Actions generally focus on developing internal capacity (cultural awareness for staff, secondments to Indigenous organisations etc), respecting Indigenous culture (Welcome to Country ceremonies etc) and Indigenous recruitment and retention. They also include new, targeted policy and program outcomes that are core business for the organisation.
The Peel Development Commission is working to register a RAP with Reconciliation Australia by June 2008.
Indigenous Employment Strategy
The Commission is working with industry, community and job providers to develop strategies that will help increase Indigenous employment and economic engagement. It is intended that the strategies will support the region’s industry to develop an agreed direction, and will work with the local indigenous community to refine and strengthen that direction with community input. The intended result is an agreed employment strategy and implementation plan that is endorsed by industry and Peel Indigenous people. Completion date is estimated to be early 2008.
Peel Community Development Group
The Peel Community Development Group (PCDG) is an independent not-for profit organisation housed at the Peel Development Commission. The Peel Development Commission is represented on the PCDG Board of Management, and in the 2007 round of Regional Development Scheme funding provided the PCDG with two grants: $30,000 for Capacity Building for Projects in Project Management, and $10,000 for the Peel Music Foundation. Non-Government Sector Accommodation Project
Through its partnership with the Peel Community Development Group Inc. (PCDG), the Peel Development Commission supported a study of the accommodation needs of the non-government sector within the Peel region. A Regional Development Scheme grant of $20,000 was provided to PCDG Inc. to manage this project. To date, the working party is pursuing the proposal of a new shared vision in tackling this problem in the Peel Region. Consultations are continuing with all key stakeholders to find a long-term solution to the accommodation challenge impacting not-for-profit organisations’ service delivery.
Peel Music Foundation
The Peel Music Foundation is a not-for-profit group auspiced by the PCDG. The foundation provides young musicians with access to live original music and alternative school programs, and focuses on the training and employment of young people in the music industry. In 2004 the Peel Development Commission supported the Peel Music Foundation in the preparation of a successful submission for State Government funds of $163,000. The Commission continues to support the Foundation through the Regional Development Scheme, providing $10,000 for the Mandurah/Murray Youth Entertainment Needs and Infrastructure Project. The Foundation also received funds form Lotterywest in 2006-07 to acquire information technology equipment and furniture.
Waangkining Health in Peel
Peel Community Development Group Inc. (PCDG) has received funding from the Office for Aboriginal and Torres Strait Islander Health (OATSIH) to establish the Waangkininy Health in Peel (WHIP) project in partnership with GP's Down South Division of General Practice. WHIP is to provide comprehensive primary heath services to Aboriginal and Torres Strait Islander people in the Peel Region. The main aim of this service is to encourage relationship building between the main health service providers and the Aboriginal and Torres Strait Islander people as opposed to setting up a parallel health delivery service. Winjan Sustainability
Winjan Aboriginal Corporation is a not-for-profit organisation located on a large bush block in Mandurah along Pinjarra Road. The Corporation has an established office where it seeks to assist the estimated 1,600 Aboriginal people living in the Peel Region. In 2006 the Peel Development Commission provided Regional Development Scheme funding to help the organisation build management capacity, ensure good governance, accountability and record keeping, and to implement key strategies to move towards independent income and sustainability in the longer term.
